（中央社記者姜遠珍首爾26日專電）南韓專家批判南韓政府荒唐的規定導致中東呼吸症候群（MERS）疫情擴散，有專家認為，在初期應對時，南韓防疫措施存在重大失誤，但卻過度自信，從而使事態更趨嚴重。

南韓「中央日報」今天報導，大韓醫師協會與大韓醫學會昨天舉行以「公眾保健危機應對體系的診斷與解決」為題的討論會，會中作出前述批判。

在討論會上，大韓醫師協會醫療政策研究所所長崔在旭（音譯）指責稱，世界衛生組織（WHO）和美國疾病管制暨預防中心（CDC）並沒有像南韓衛生當局在初期防疫時提出的「2公尺之內，1小時以上」這樣密切接觸者的標準。

他說，南韓疾病管理本部將MERS爆發初期與感染病例在2公尺以內進行1小時以上接觸的人進行隔離處理。這一標準導致MERS擴散。出現第一個病例之後，忽略了同一層樓其他病房的患者，沒有進行追蹤觀察。

崔在旭表示，WHO並沒有對密切接觸給出距離和時間的標準，美國CDC則將2公尺之內或曾處於同一治療空間的人廣範圍視為密切接觸者，質疑疾病管理本部制定的標準依據。

疾病管理本部相關人士表示，2公尺、1小時的標準來自於去年12月制定的「MERS應對方針」。後來認為「1小時」沒有根據，在7日修訂的方針中已刪掉。現在為了實施總括性防疫措施，先考察防疫學上的關聯性，再決定是否進行隔離觀察。

報導指出，高麗大學醫學院預防醫學教授千丙哲批判稱，目前是出現發燒或呼吸道症狀（咳嗽、呼吸困難等）就將其列為MERS疑似病例，這樣的標準過於狹窄，從而導致防疫不是很成功。

報導說，美國CDC提出的MERS疑似症狀包括發燒、咳嗽、呼吸困難、發冷、肌肉疼痛、咽喉疼痛、頭痛、腹瀉、噁心、嘔吐、流鼻涕等，範圍很廣。南韓國內的確診病例中相當一部分沒有出現發燒或呼吸道症狀。1040626
